China National Offshore Oil Corp. (CNOOC) Ltd., which holds a 25% interest in the giant Stabroek oil block offshore Guyana, has hailed the rapid development of the oil industry in Guyana. But CNOOC International’s President says it’s not all about the money. He said the success of the industry depends on Guyanese being involved, and that’s why his company backs Guyana’s Local Content law.
