TITLE IV ORGANIZATION OF POWERS CHAPTER I LEGISLATIVE POWER Section VII COMMITTEES Article 58. The National Congress and its Houses shall have permanent and temporary committees, constituted in the manner and with the powers provided for in their respective rules of procedure or in the act resulting in their creation. § 3. Parliamentary committees of inquiry, which shall have investigative powers proper to judicial authorities, in addition to others provided for in the rules of procedure of the respective Houses, shall be created by the Chamber of Deputies and the Federal Senate, jointly or separately, upon the request of one-third of their members, for the investigation of a specific fact and for a fixed term, and their conclusions, if applicable, shall be forwarded to the Public Prosecutor's Office so that it may pursue the civil or criminal liability of the offenders.
