The way the National Election Commission (NEC) responded to the ballot shortage crisis is also raising several questions. Where exactly were the ballots brought in in such a hurry? Is it acceptable to bring in ballots from other locations, placed in plastic bags? Reporter Kim Min-hyeok investigated. [Report] According to the National Election Commission, there are a total of 14 polling stations experiencing a shortage of ballots. 12 locations are in Songpa-gu, Seoul alone, including Garak-dong, Munjeong-dong, and Jamsil-dong, while one polling station each is included in Gangnam-gu and Gwangjin-gu. Where did all the ballots supplied to these locations belatedly come from? The NEC explains that these are either reserve ballots stored at district, city, or county election commissions, such as the Songpa-gu Election Commission, or ballots received for use at nearby polling stations. However, according to relevant laws, ballots are supposed to be sent by district, city, or county election commissions to town, township, or neighborhood election commissions by the day before the election. Criticism has emerged from the political sphere regarding whether hurriedly bringing in ballot papers in the middle of voting is against the law. [Song Eon-seok / Floor Leader of the People Power Party: "This in itself appears to be a violation of the law. And regarding the transportation process, was it really managed properly...?"] An official from the National Election Commission (NEC) explained, "Reserve ballots exist for times like this," adding, "There is absolutely no problem." They also dismissed criticisms of insufficient preparation, stating that "new printing" was "absolutely impossible." There was no specific explanation as to how the reserve ballots were transported to the relevant polling stations. Some citizens claimed to have witnessed NEC officials bringing ballots in ziplock bags on motorcycles, but the NEC responded that there are no regulations regarding transportation methods and therefore it is not an issue.
