KOMPAS TV - Saiful Mujani, founder of Saiful Mujani Research and Consulting (SMRC), became a topic of discussion for his remarks about President Prabowo Subianto at an observer gathering titled "Before Observers Are Disciplined" on March 31st in Utan Kayu, East Jakarta. In addition to Saiful, observers from various backgrounds were also present, such as Feri Amsari, Islah Bahrawi, and Ubedilah Badrun. Saiful, who served as the closing speaker at the forum, stated that President Prabowo was no longer presidential. He argued that Prabowo was no longer responsive to suggestions for improvement. Meanwhile, the House of Representatives (DPR) was deemed beyond hope. Therefore, according to Saiful, the only way to oust Prabowo was through community consolidation. Responding to this statement, Fahri Hamzah, Deputy Chairman of the Gelora Party and Deputy Minister of Housing and Settlement Areas, urged all parties to remain within the bounds of constitutional democracy. He believes the president is not the only institution that can be held accountable, as Fahri believes there are other branches of government that can be held accountable as part of the state's collective responsibility to the people. This halal bihalal (gathering) event was held to express the concerns of observers and activists regarding the attempted murder of KontraS activist Andrie Yunus. Observers believe that, as head of state, Prabowo has found it very difficult to accept public input, which is what has made observers and activists increasingly anxious. The accusation of treason, based on Saiful Mujani's call, refers to provisions in the new Criminal Code governing treason. Article 191 of the Criminal Code concerning treason against the president and/or vice president states that anyone who commits treason with the intent to kill or deprive the president and/or vice president of their liberty, or render the president and/or vice president incapable of governing, shall be punished by death, life imprisonment, or a maximum of 20 years' imprisonment. Meanwhile, Article 193 of the Criminal Code concerning treason against the government states in the first point that anyone who commits treason with the intent to overthrow the government is subject to a maximum prison sentence of 12 years. In the second point, it states that the leader or organizer of treason is subject to a maximum prison sentence of 15 years. So, what are the boundaries between freedom of expression and treason?
