Ibaraki and Tochigi Prefectural Route 291 (Shimoisehata–Mashii Line) starts at the intersection with Prefectural Route 39 in Shimoisehata, and ends at the intersection with Route 123 (Hayashi Iriguchi Intersection) in Mashii, Motegi Town. The road passes through mountains, but slopes and curves are gentle. Although pavement is mostly good, the width is narrow in places. It resembles a forest path, offering a quiet mountain landscape. This route passes through the premises of Mobility Resort Motegi, but the roadway is fenced off and does not allow access to the facility itself. The resort includes a racing circuit, lodging, and exhibition facilities. North in Ibaraki lies Gozen’yama Dam, impounding Aikawa of the Naka River system. The rock-fill dam is 52 m tall, holds 7.2 million m³, and serves irrigation purposes. A park, parking, and viewing spaces are arranged around the dam lake. The route starts at Hayashi Iriguchi intersection in Motegi Town, travels through Mobility Resort Motegi and the Yamizo mountain area, and ends at the intersection with Prefectural Route 39 in Hitachiōmiya City.
