The origins of Belawan Port are inseparable from the existence of Labuhan Deli, the administrative center of the Deli Sultanate, located on the banks of the Deli River. Labuhan Deli was once the main port in East Sumatra. However, the silting of the Deli River made it increasingly difficult for large ships to reach the port, so in 1915, port activities were moved to Belawan, on the banks of the Belawan River. The Dutch colonial government then built a modern pier approximately 602 meters long, capable of serving both cargo and passenger ships. Thanks to the development of export-import trade, particularly with East Sumatran plantation products, Belawan Port grew rapidly and by 1938 was the largest port in the Dutch East Indies.
