On November 4, at 4:00 a.m. local time, fighting erupted in the Leninabad (formerly Sughd) region. Colonel Mahmud Khudoyberdyev's forces, in ten heavy-duty trucks, stormed Khujand and Chkalovsk, almost immediately seizing the airport and capturing the buildings of the regional Department of Internal Affairs and the regional State Security Department, as well as the old fortress of Qal'ai Khuchand, where Military Unit 3501, the Ministry of Internal Affairs' special forces regiment, was stationed. Furthermore, Khudoyberdyev's forces, under the command of his deputy, Lieutenant Colonel Sergei Zvarygin, took control of the regional centers of Uratyube and Nau, securing a foothold on the Shakhristan Pass and thereby blocking the Khujand-Dushanbe highway before the Anzob Pass. That same day, Mahmud Khudoiberdyev, in negotiations with the Leninabad regional leadership, put forward his demands: holding a parliamentary session in Khujand, including representatives from the Leninabad region in the government and other executive bodies, and providing airtime on national television and radio to Abdumalik Abdullojanov (Prime Minister of Tajikistan from 1992 to 1994). On November 5, when units of the Tajik Ministry of Internal Affairs' special forces brigade took up positions at the Anzob Pass, Khudoiberdyev blockaded the airport in Chkalovsk and appealed to foreign media representatives to inform the international community about the situation in northern Tajikistan. The total number of participants on Khudoiberdyev's side of the conflict still varies according to different sources. A comparative analysis confirms the number: not many. Forty, another forty... At most, no more than five hundred. But it seems they know how to fight as well as kill. What can be assumed with reasonable certainty is that their core likely consisted of the rebel colonel's old comrades from the rapid response brigade he commanded in Kurgan-Tyube. They were simply too professional! In the police department building, which a group of no more than forty men held for over two days, the rebels likely didn't lose a single man. According to SOBR and OMON police officers who participated in attempts to dislodge Khudoiberdyev's men from the police department, they were simply never allowed near the building, using only accurate fire to thwart any attempts to approach. That night, Makhmudov's men simply retreated to the fortress, and in the morning, the attackers were surprised to find the building empty. Only a few police officers, trapped there since the morning of November 4, were in the duty station. The Makhmudovites left, despite all the claims that not a mouse could escape from the police department building... On the morning of November 8, it became clear that the defenders of Khujand-Kala had acted in exactly the same way: there had been no assault, it was all a lie. Having discovered no return fire, the presidential guards and government soldiers began a cautious approach to the fortress and... found it empty. It then became clear that Khudoiberdyev's men numbered no more than forty in the fortress. And they held the defense for almost four days, suffering literally a handful of casualties, while the losses of official Dushanbe's forces by the morning of November 6 had already reached over fifty men... Law enforcement agencies themselves detained seven supporters of the disgraced colonel throughout 2012, who are accused of various crimes. In October 2013, everyone remembered Khudoiberdyev again. Two photographs of former Tajik Defense Ministry Colonel Mahmud Khudoyberdyev have appeared on Facebook, the BBC Persian service reported. These photographs were posted by prominent opposition journalist Dodojon Atovulloev, who claimed they were recent and taken near the Anzob Pass in Tajikistan. As Ozodi reported in February 2015, photographs of M. Khudoyberdyev and his supporters appeared on the streets of Qurghonteppa, with residents asking for help in capturing them. "Photographs of the colonel and dozens of his supporters, who attempted to rebel in the mid-1990s and, in 1998, seize the Sughd region and fled to Uzbekistan, were previously posted only at the airport, near police stations, and passport offices in the region's cities and districts, but now they can be seen throughout the city," Ozodi wrote. According to Abdurakhim Mirzoyev, head of the Kurgan-Tyube Department of Internal Affairs, 14 members of Khudoiberdyev's group, who took part in the anti-government uprising 17 years ago, have still not been detained, and police have replaced their old photographs with new ones.
