It can contain customer requirements, user stories, technical tasks (not subtasks), defects, product hypotheses, and other types of work. The backlog is the team's sole source of work. Team members cannot perform work that is not in the product backlog. Backlog items must be organized. This is the responsibility of the product owner. The order of backlog items can depend on various factors: business value, impact on product metrics, external factors and deadlines, effort, duration and complexity of the work, external constraints, dependencies, and various risks, including market, regulatory, reputational, technical, organizational, financial, managerial, and any other. Not according to Scrum, but from general practice. Sometimes backlog items are divided by type: new/business functionality, defects, technical debt, technical enhancements/enablers.
