This plan is part of a comprehensive framework for implementing the Lebanese-Israeli understandings and restoring state authority over all its territory. According to the sources, the document presented by Aoun constitutes the executive roadmap for the Lebanese-Israeli framework agreement signed on June 26th. It outlines the security and military steps required from both the Lebanese and Israeli sides, along with the expected role of the United States in supporting its implementation. Aoun stated that disarming Hezbollah is a possibility, but it requires addressing the root causes of its weapons and initiating a state-run reconstruction program. Aoun added that "Lebanon cannot be secure or unified unless it is a single state with a single army that protects all Lebanese without discrimination," according to the Lebanese Presidency. In contrast, Hezbollah MP Hussein Hajj Hassan stated that what transpired in Washington amounted to nothing more than American rhetoric and promises without guarantees. Furthermore, Hezbollah, through its Deputy Head of the Political Council, Mahmoud Qamati, opened a new front of confrontation with the Lebanese state, threatening to prevent planes from landing at Rafik Hariri International Airport if official measures against Iran continue.
