Madura was proposed to be split into a new province, but this has been hampered, in addition to the moratorium. Another obstacle is that Madura does not yet meet the minimum requirement for a province to have five districts/cities. Currently, there are only four districts in Madura, and two are planned to be split. One of these is Pamekasan City, which is also the proposed capital of Madura Province.
