The Superior Audit Office of the Federation (ASF), the oversight body of the Mexican Congress, documented how 11 federal government agencies transferred 7.67 billion pesos to 8 public universities, which then transferred the funds to companies with no real capacity to provide any services. Of that money, 3.433 billion pesos have no documented explanation of where they went.
