Understanding the Basics of Sikh Sovereignty & Flawed Approach of Seeking State Laws for SGGS

With the creation of the Khalsa Panth, the Tenth Master, Sri Guru Gobind Singh Ji, brought into being a self-sovereign entity. Sikh history bears witness to the fact that the Khalsa Panth asserted its own sovereign authority in the world and refused to acknowledge the supremacy of temporal states. In recent times, however, a growing ideological ambiguity has become evident among sections of the Sikh leadership aligned with the Indian state, as well as within the wider Sikh community, regarding this foundational principle. The law enacted in 2007–08 concerning the printing of Sri Guru Granth Sahib saroops, which the Shiromani Gurdwara Parbandhak Committee (SGPC) had the Punjab Government pass during the Badal-led government, and the new legislation enacted in 2026 at the behest of certain Sikh quarters through the Punjab Government, are both examples of this same ideological deviation. Another striking example of this ambiguity was witnessed when Giani Kuldeep Singh Gargaj, the Acting Jathedar of Sri Akal Takht Sahib appointed by the SGPC, convened Sikh Members of the Punjab Legislative Assembly at the Akal Takht Secretariat and sought amendments to the government legislation rather than calling for its complete repeal. Against this backdrop, journalist Mandeep Singh held a special conversation with Bhai Mandhir Singh of the Panth Sewak Jatha Doaba on the growing conceptual confusion surrounding the sovereignty of the Khalsa Panth.
