Hundreds of lawyers protested today in front of the Parliament building in Rabat, responding to a call from the Moroccan Bar Association, in a new escalation of their opposition to draft law 66.23 concerning the regulation of the legal profession. They consider the draft law an infringement on the independence of the profession and the rights of the defense. Lawyer Mohamed El Ghalloussi affirmed that the sit-in reflects the widespread anger within the legal profession across the various bar associations in the Kingdom. He emphasized that the draft law has reached its final stages without adequately involving lawyers in its drafting. He added that, in his opinion, the text disregards international conventions related to the independence of the legal profession and constitutional requirements. He believes it falls within a general trend aimed at restricting a number of actors, from civil society organizations to the press, and now to the legal profession itself. El Ghalloussi explained that the issue is not only about defending the interests of lawyers, but also about protecting citizens' right to a fair trial. He argued that undermining the independence of the legal profession is an attack on the justice system and the rights of the defense, and he called on officials to reconsider the draft law and uphold the values ​​of justice and the rule of law. For her part, Souad Brahmi, a lawyer and president of the Moroccan Association for Human Rights, confirmed her participation in the sit-in in solidarity with the Association of Bar Associations in Morocco. She asserted that the proposed draft law contains regressive provisions that infringe upon the independence of the profession and citizens' right to free and independent legal representation. She added that the Moroccan Association for Human Rights supports the lawyers' demands for the complete withdrawal of the draft law, noting that what transpired after the draft was reintroduced for discussion represents, in her words, a circumvention of what had been previously agreed upon. For his part, lawyer Mohamed Nouini stressed that the sit-in is a continuation of the forms of struggle undertaken by lawyers to reject the passage of the draft law. He argued that it does not respect the principle of participatory governance and is inconsistent with international standards governing the practice of law, including the Havana Principles. Nouini added that the legal profession is demanding a halt to what he described as "legislative violence," emphasizing that the draft law undermines the independence of the legal profession and the immunity of the defense, and affects citizens' right to access free and independent legal representation. He expressed his gratitude to the various human rights, civil, and political organizations that have declared their solidarity with the lawyers' demands, affirming that these demands transcend narrow, self-serving interests to address the interests of society and the guarantees of justice.
