Exactly two weeks from now, Gustavo Petro will leave office and Abelardo De La Espriella will be sworn in as President of the Republic, if all goes according to plan, in the city of Popayán. This Monday, the House of Representatives will discuss the motion, already approved by the Senate, to hold the presidential inauguration ceremony in the department of Cauca. It is very likely to be approved there as well. Once this procedure is completed, the preparation of the logistical and security protocol will officially begin. This will not be without its challenges, for example, given the intermittent operation of the Popayán airport due to ashfall from the Puracé volcano. But undoubtedly the biggest challenge facing Abelardo De La Espriella's imminent inauguration in the department of Cauca concerns the security of the head of state, his family, the 300 members of Congress, the presidents of the High Courts, the heads of the oversight bodies, and the international guests, among whom would be Secretary of State Marco Rubio and King Felipe VI of Spain. So far, the most recent decision by the president-elect's team is that the congressional session for the inauguration of the new head of state will be held at the Guillermo Valencia Municipal Theater, and immediately afterward, the formal ceremony will take place at the José Hilario López Military Base, which is about ten minutes away. For several weeks, authorities have been on high alert due to the terrorist attacks attempted by dissident groups led by “Iván Mordisco” and the ELN in Popayán. We recall the failed drone attack with explosives on the José Hilario López Battalion, and in the outskirts of the Cauca capital, just 35 kilometers away in El Tambo, a serious situation unfolded in recent hours amidst fighting that left seven soldiers wounded and a group of children at a school caught in the crossfire.
