Rodante Marcoleta sought to allow senators to join proceedings remotely, then-senator Leila de Lima had already pushed to continue her legislative work while in detention.But the circumstances were far from identical.Marcoleta attempted to amend Senate rules to allow senators, under what he described as “justifiable reasons,” to attend and participate in sessions through videoconferencing.The proposal first emerged on May 11, when Sen. Ronald “Bato” dela Rosa resurfaced at the Senate after a six-month absence. Dela Rosa is facing an arrest warrant issued by the International Criminal Court in connection with the previous administration’s war on drugs.Dela Rosa was later placed under Senate protective custody, effectively shielding him from immediate arrest. But before dawn on May 13, he quietly left the Senate complex once again. Questions remain over where he is staying and whether he intends to return to the Senate to physically attend future sessions.
