Rallyman SHAKEDOWN: 22 - Illegal Street Racing

In this Shakedown, we're hitting the streets and racing some ghosts with custom tiles and custom dice. Just don't tell anyone... Racing comes in many forms, some of which are outright illegal, but games allow us to do these things in the safety of our own homes, and the Rallyman community really does like to create content for Rallyman, as evidenced by these custom tiles dedicated to giving you the sense of driving dangerously through the dockyards. Accompanying them is another set of rules for populating your races with cars, this time the Ghost Cars from Jean Christophe Bouvier himself. How did the designer of Rallyman tackle the problem of having nobody to race against? How do they work, and what are their strengths and weaknesses compared to the AI or NPC variants we've seen so far?
