ANC 8A Commission Meeting Summary Date: May 5, 2026 Commissioners Present: Tom Donohue (8A01), Cmr. Foreman (8A02), Cmr. Davis (8A03), Cmr. Moore (8A04), Jamila White (8A05, Chair) Administrative Actions Quorum: Established with four commissioners initially present; Commissioner Moore joined shortly after. Agenda Approval: Approved with the addition of a resolution for Mother Lillian Atkins-Brown and a proposed resolution for Teacher Appreciation Week. Announcements: * ANC 8A and SMD 8A01 have launched new websites. Community members are encouraged to join the new Google listserv for daily updates. The Ward 8 Clergy and Faith Leaders Breakfast is scheduled for Saturday, May 9, from 10:00 a.m. to 12:00 p.m. Commissioner Updates Tom Donohue (8A01): Reported issues with stolen garbage cans behind Minnesota Avenue and squatters at 1828 Q Street. He has been monitoring bus stop conditions on Minnesota Avenue and coordinating with MPD and Metro Transit regarding illegal drug use in bus shelters. Cmr. Foreman (8A02): Addressed "horrendous" trash pickup and requested better cameras to catch illegal dumpers. Highlighted upcoming events at Anacostia High School, including a Mother’s Day program (May 7) and a Science Fair (May 13). Cmr. Davis (8A03): Coordinating with the Department of Behavioral Health to house priority unhoused individuals, specifically a double amputee at Minnesota and Pennsylvania Ave. Reported an encampment at that location causing rodent issues and noted federal law enforcement activity regarding drug sales in liquor store parking lots. Cmr. Moore (8A04): Noted improved safety/lighting at 16th and W Streets. Requested volunteers for a cookout at Ketchum Elementary on June 4. Chair Jamila White (8A05): Mentioned the ABC moratorium for 8A and encouraged residents to testify at upcoming budget hearings. Agency & Community Presentations DC Water: Discussed the Lead-Free DC program. Goal: Replace all 42,000 lead service lines (12,183 completed to date). Test Pits: Explained the necessity of 4x4 test pits at property lines to verify materials. Cost: Replacements are free to homeowners if done during the offered window, covering the line from the street into the house. MPD (7th District - Lt. Mumtaz & 6th District - Cmdr. Hickman): Crime Trends: Cmdr. Hickman reported violent crime is down by 3 incidents on the 6D side of 8A compared to last year. However, domestic violence accounts for 38% of assaults with dangerous weapons. Enforcement: MPD is increasing presence on the 2200 block of Minnesota Ave and recently conducted a prostitution sting targeting "Johns" in the 1800 block. Personnel: Commander Bowler (7D) is retiring in June; Commander Harding has been assigned as the new 7D lead. Councilmember Matt Frumin (Ward 3, Human Services Chair): Discussed the "tough hand" of the FY27 budget and impending cuts to TANF and SNAP. Addressed the need for a "funding follows the student" model to support schools like Boone and Kramer that receive mid-year arrivals. Heard community concerns regarding the over-concentration of 100% affordable housing in Ward 8 and the lack of economic balance/market-rate growth. DGS/DCPS (Ketchum Elementary Modernization): Full modernization starting Summer 2026, ending in 2028. The 1971 addition will be demolished; the historic 1908 structure will be preserved. Relocation: Students and staff will move to the DC Prep location on V Street for the 2-year construction duration starting mid-July. Development Projects: Clark at Anacostia (1223-1225 Marion Barry Ave): A proposed 12-unit residential project salvaging the historic Jazzy’s facade. 1754-1756 W Street SE: Proposed conversion/addition to create two 4-bedroom row houses. Voting Results Honorary Resolution for Mother Lillian Atkins-Brown: Passed (4-0) to recognize her 30+ years of federal service and long-term residence in Fairlawn. Teacher Appreciation Week Resolution: Did not pass due to lack of a second; commissioners expressed concerns regarding the lack of proper notice for the resolution.
