Environment Committee Meeting 7/21/26: Comprehensive Climate Action Plan and GHG Inventory Update

During Chicago Climate Week, the Caucus and the Chicago Metropolitan Agency for Planning (CMAP) invited guests to hear an overview of two complementary climate planning efforts: the Comprehensive Climate Action Plan for Greater Chicago (CCAP) and the ongoing 2025 update to the Greenhouse Gas (GHG) inventory. The Comprehensive Climate Action Plan for Greater Chicago (CCAP) was developed by the Chicago Metropolitan Agency for Planning (CMAP) in collaboration with the Caucus and the Northwestern Indiana Regional Planning Commission (NIRPC). The plan outlines the region’s pathway toward net‑zero emissions by 2050 and identifies strategies to reduce emissions for all major sources. The CMAP team shared emissions reduction scenarios that illustrate how regional greenhouse gas emissions could change under different levels of federal, state and local action. The team also presented core strategies with the greatest potential impact and invited discussion on what municipalities and stakeholders need to successfully implement the plan. The Greenhouse Gas (GHG) Inventory provides municipal-, county- and regional-level greenhouse gas data that is foundational for climate planning, target setting and implementation. As CMAP works to update the inventory, the team looked to engage with the Environment and Energy Committee to understand how municipalities have used the GHG inventory in the past, and what they hope to see out of future GHG inventories.
