The multinational HIF Global's project to build a synthetic fuels production plant in Paysandú has experienced several twists and turns in recent days. The initiative involves installing a plant to produce synthetic fuels from green hydrogen and captured carbon dioxide. The system includes its own wind and solar photovoltaic power plants and new transmission lines to connect the infrastructure to the UTE grid. The total estimated investment is US$5.385 billion, the largest in Uruguay's history. Yesterday, the Minister of Industry, Energy and Mining, Fernanda Cardona, clarified in Parliament that no contract has been signed with the company and that what is being finalized is a "memorandum of understanding" between the Uruguayan government and the company to establish a minimum framework for collaboration. From there, she indicated, HIF will seek financing and will only "make the final investment decision next year." Cardona defended the continuation of negotiations and asserted that the government asked the Chilean-owned company for "a spillover effect for Uruguay" that goes beyond exports, profits, or pure investment. In that regard, she indicated that the Ministry of Industry is in discussions with the Ministries of Environment, Economy, and Transportation "to finalize the agreement," with the stated objective of ensuring the project "is not lost" and achieves ultimate viability. The minister appeared before the Joint Budget and Finance Committee of the Chamber of Deputies for the Accountability Report, but several legislators questioned her about the status of this investment after the mayor of Paysandú, Nicolás Olivera, stated that the agreement was "days away" from being finalized. Meanwhile, criticism of the project has emerged in recent days. The UTE workers' union issued a statement denouncing the negotiations between the government and the company as being conducted behind the backs of the public. They described the project as part of an "extractive model" that hands over the nation's water and renewable energy resources to a private enclave focused exclusively on foreign markets.
