After moving again, the announcement apologised again, stating the exact delay time and calling it unacceptable. When I got off, station staff were bowing and handing out official delay certificates, stamped and signed, for passengers to show employers so they’d know the delay wasn’t their fault. I told one staff member I was a tourist and didn’t need it, but he looked confused and said the delay had affected me, so I deserved an apology. Later, a Japanese friend explained that in Japan, trains are expected to be exactly on time, and even a three-minute delay would likely be investigated so it doesn’t happen again.
