Immediately after Park Jong-cheol's death, then-National Police Agency Chief Kang Min-chang announced that a police officer had banged his fist on a desk and interrogated him, causing him to suddenly collapse. However, the police's statement was overturned a day later. Dr. Oh Yeon-sang, the first person to see Park Jong-cheol's body, other than the Namyeong-dong Anti-Communist Investigation Unit staff, was the first to declare him dead, stating that the cause of death was unknown. While under police surveillance, he met a reporter in a bathroom and explained the circumstances. The doctor's testimony, raising suspicions of waterboarding, was reported in newspaper articles. The opposition New Democratic Party quickly established a fact-finding committee. Civic groups also demanded an investigation. The National Police Agency ultimately acknowledged the use of waterboarding. A police officer was arrested on charges of torture. On January 20, a memorial service for Park Jong-cheol was held at Seoul National University. Park Jong-cheol's body was hastily cremated the day after the autopsy.
