The top end pulled back and dragged the median down, while the lower end is heating up fast. Owner-occupiers make up ~70% of the market, and a major fall would hit banks, super funds and the broader economy — which is why government has little incentive to let it happen. The headline flatness is the top end pulling back, not a broad decline. Did the budget changes scrap negative gearing? No. Negative gearing still exists inside your property portfolio — losses can be carried against future rental income or capital gains from that property. What's changed is you can no longer offset those losses against your personal income, so cash flow matters more than ever. Are the CGT changes a dealbreaker? On the numbers, barely.
