The Central Bank of Cuba has just suspended the 5,000-peso limit on cash payments between businesses, effectively acknowledging the failure of the forced banking policy of 2023. The paradox: now you can pay in cash without a limit… but the banks don't have cash. In this video, I explain, in Cuban Spanish and without using official gazette jargon, exactly what Resolution 74 of 2026, signed by the president of the Central Bank, Juana Lilia Delgado Portal, and in effect since July 20, actually says. We analyze what changes for micro, small, and medium-sized enterprises (MSMEs), farmers, and the self-employed; how the new "petty cash" system negotiated with each bank will work; the plan for retirees to cash their checks at neighborhood businesses through the Caja Extra service; and the new 2,000 and 5,000-peso bills. And the system of rewards and penalties: bonuses for using online payments, a 0.2% commission for cash withdrawals, and legal warnings to businesses that don't accept digital payments.
