Founded by tycoon Andrew Ryan, Rapture was conceived as a solution to the oppression of political and religious authorities, fostering the free will of individuals who, unfettered by ethical, religious, or political boundaries, could give their best, exploring the boundaries of the human mind. It also served as a refuge in the event of a nuclear war after the events of Hiroshima and Nagasaki. The city is populated by those Ryan believed to be the best of humanity, selected through extensive research and "recruited" through carefully worded letters.
