I actually brought this up with some friends and this conjecture was the best that we could come up with. I don't even know if it's used and it's driving me crazy, but it's labelled as "Tidbit", which implies it's a short segment that plays when you talk to the character at a certain point, though when exactly this would play is a mystery.
