Rosh HaShanah: The Divine Eye of Judgment

In the Mishnah, the Sages taught that on Rosh HaShanah everyone passes before G-d like Kivnei Maron (Mishnah, Rosh HaShanah 1:2). According to the Gemara, the phrase Kivnei Maron means either sheep passing before a shepherd or like soldiers passing before a king. Which view is correct?
