Professor Francesco Armenante of UNISA addresses the topic of Interpretation and Application of the Notice and Tender Documents (compulsory exclusion conditions and preliminary investigation assistance). The third series of sessions on Public Procurement continues online. Three topics are covered, each divided into two different video tutorials (one providing a general overview of the topic, the other accompanying an updated review of rulings), plus a video introduction provided by the Technical Assistance Department of the Campania Regional Development Program 2014-2020, with the European Commission's guidelines on award criteria and scoring. The modules are: a) Interpretation/Application of the Notice and Tender Documents (compulsory exclusion conditions and preliminary investigation assistance); b) Tender Committee and Commission (composition, nature, functions, incompatibilities): minutes and requirements; c) Evaluation of Technical and Financial Offers (criteria, justification, thresholds, re-parameterization, operating procedures). The information and coaching program, in collaboration with Sviluppo Campania, is part of the actions undertaken by the Campania Region's Department of Agriculture, at the instigation of the Procurement Group supporting the RDP Managing Authority, to strengthen administrative capacity and optimize the way European funds are invested and managed, with the ultimate goal of reducing the error rate.
