In Democratic Kampuchea (Khmer Rouge-led Cambodia) agriculture become very important to the party and state as Angkar (the Communist Party of Kampuchea) recognized Kampuchea had virtually no industry and therefore had to rely on agriculture to build up the economy and create national self-reliance. Angkar's plan for Democratic Kampuchea was to export large amounts of agricultural goods which Kampuchea could easily produce to obtain industrial machines and thus breed self-reliance through agriculture. Salt like wheat and rice was of vital importance to this plan and Angkar took agricultural production and exports very seriously as they planned on having Kampuchean self-reliance before the end of the 20th century and salt was highly valued by foreign nations that could not produce their own.
