This seat is called the kamiza (上座). The person with lower status sit closer to the door, this seat is called the shimoza (下座). This arrangement dates back to samurai era, where the highest-ranking individuals were positioned away from the entrance in case of attacks, so if an enemy comes the lower-ranked people sitting by the door would be killed first. At 0:15, Teto mentions "Core time." Core time or core hours just means a fixed amount of time during the workday when all employees must be present and working, that I'm pretty sure most companies enforce (I could be wrong). At 0:27, Teto says, "上等だぞお前表出ろよ" which can be used to start a fight, especially in the context of the clip. 上等だぞ (jōtō da zo) translates to "Great!" or "It's all good!" It's similar to "Bring it on!" お前 (omae) means "you" in a rougher, confrontational tone. 表出ろよ (omote dero yo) means "Step outside!" All in all, it's basically a phrase used to challenge someone which is what Teto does when Rei doesn't think Teto is of status to sit in the back.
