The main constitutional change of the year will be the launch of a new model of government. As already mentioned, the Senate and Majilis will be replaced by a unicameral supreme representative body, the Kurultai. Changes will also affect the construction sector. Digital oversight is envisaged at all stages of design and construction. Particular attention is paid to Almaty and other seismically prone regions: construction companies are required to install seismic monitoring stations on high-rise buildings and use certified seismic isolation technologies. Increased fines and possible license revocation are envisaged for failure to comply with accessibility standards for people with disabilities. Furthermore, citizens' access to the Constitutional Court will be simplified. The new Law "On Civil Service" comes into force, tightening requirements for civil servants and increasing the personal liability of managers for corruption violations committed by their subordinates. Mortgage lending will also change. The changes are aimed at reducing household debt burdens and increasing lending transparency. These include a reduction in the maximum annual effective interest rate to 20% and the down payment amount. Credit checks are also being tightened. Online commerce rules are also being changed. Digital declarations are being introduced in the Keden system.
