被災者を救う“動く家”トレーラーハウス 課題は備蓄台数の確保=静岡・牧之原市【わたしの防災】
In recent years, there have been a series of disasters across the country. Mobile trailer homes are gaining attention as a way to support the lives of those affected. On September 5th, one of Japan's largest tornadoes struck Makinohara City, Shizuoka Prefecture, causing extensive damage. This is Masahiro Hiraga, a resident of the Hosoe district. The roof of his home was blown away, and Makinohara City classified it as "largely partially destroyed." Masahiro Hiraga "Right now, I'm sleeping on my futon. My own got soaked and was unusable, so the proprietress of a traditional Japanese inn (an acquaintance of mine) brought me one." Mr. Hiraga and his wife slept in their car for about a week after the disaster. Mr. Hiraga "Even though they said they had to fold down the seats, I was only sleeping with them folded up. I had a lot of luggage in the back. I didn't get a good night's sleep." Local governments across the country are now turning their attention to trailer homes as a way to support the lives of disaster victims. You could put two beds here, or two bunk beds and live with four people." It's also equipped with a system kitchen and a toilet with a heated toilet seat. It's built almost identically to a regular home and is pet-friendly. The biggest advantage of a trailer home in a disaster is its speed of setup. Masuda Manager "Since it's pre-assembled, it doesn't take long to set up. Once it's finished serving as temporary housing, it can be moved to another location and used for a different purpose." Katsuei has been a member of the Japan RV & Trailer Home Association since 2015. The association has a stockpile of over 50 trailer homes, which were provided as temporary housing and accommodation for supporters in the Noto Peninsula earthquake in January 2024, and are still in use today. Section Chief Masuda "I think the most important thing is for victims to be relieved of stress as quickly as possible." In 2021, Makinohara City signed a disaster prevention agreement with the association. Following the recent tornado damage, the city secured approximately 6,000 square meters of city-owned land for prefabricated temporary housing and trailer homes, and is currently assessing needs. Experts say the rising construction costs of traditional prefabricated temporary housing are behind the growing interest in trailer homes. Associate Professor Makoto Tsuchiya, Tokyo Metropolitan University "Every time an earthquake or flood occurs, the problems with the specifications of prefabricated emergency temporary housing come to the forefront. Despite being temporary, they are relatively expensive. Furthermore, many of the items are destroyed after use. Trailer homes can be reused, making them cost-effective." The challenge is "securing a stockpile of trailer homes." This company has four in Shizunami, Makinohara City, which are normally used as accommodation. Associate Professor Tsuchiya "When considering systems for implementation, it's more important to consider how they're used in everyday life than how they'll be used in a disaster, such as in toilets, campgrounds, or relocation experience facilities." "Mobile homes" are becoming increasingly popular as living bases during disasters. Because construction is required to install essential utilities like water and electricity, it seems important to deploy trailer homes in advance throughout the prefecture and establish a system for quickly transporting them to affected areas after a disaster in order to deliver aid more quickly.
