The Yuriage district of Natori City, Miyagi Prefecture, lost approximately 750 people in the Great East Japan Earthquake. We obtained exclusive access to approximately 100 hours of fire department radio recordings from the first five days after the earthquake. The recordings capture cries for help amid the tsunami, decisions forced by limited manpower and time, and the reality of lives that could not be saved. What choices did firefighters make and what did they try to protect in such extreme circumstances? From the radio communications and the testimonies of the firefighters, we explore lessons for how we should prepare for the next major disaster.
