CHILEAN ANALYST CLARIFIES THINGS ABOUT PERU WITH CHILEAN JOURNALIST In a recent interview, international analyst José Rodríguez Elizondo, winner of the 2021 National Humanities and Social Sciences Award, compared Peru's political situation to that of European countries and reflected on the country's surprising economic stability despite the political chaos it has been experiencing for decades. "It seems that the Peruvian political system is becoming increasingly marginalized," the interviewer noted. "It appears that, for certain sectors of Peru, who is in charge of the country is becoming less and less important. What is your take on this?" Rodríguez Elizondo responded: "We agree with that description. I have always written that Peru is running on autopilot. It is a miraculous country in that sense: its economy remains at very acceptable levels, even when politics seems absent." The expert highlighted the role of the Central Reserve Bank and the Ministry of Foreign Affairs in maintaining stability: “They have taken the lead in foreign and economic policy. The Chancay port megaproject, for example, is an extraordinary example of effective management with a superpower like China.” “Peru has a culture that sustains it.” Rodríguez Elizondo recalled his years living in Lima and described Peru as a country with a “prehistoric culture comparable to ancient European cultures.” “This creates a foundation in the intelligence and culture of the Peruvian people that keeps them grounded, even in times of political crisis,” he stated. He also recalled the period of Alan García's first government (1985–1990), marked by inflation that exceeded 7,000%: “It was a situation of economic mismanagement. People defended themselves as best they could, by dollarizing their salaries. In that context, many believed that the military would return to power, but a general told me something wise: ‘If we intervene, García will blame us for his failure and then return in all his glory.’ And they didn't. That's Peru: a country that balances itself.” Between interim presidents and an atomized political system The analyst observed that the current situation—with multiple interim presidents and a fragmented Congress—has historical roots. “Peru lives on a tightrope of interim presidents. The military observes, but doesn't intervene. It's a very special country that doesn't accept external lessons on how to resolve its crises.” When asked about the lack of political stability, Rodríguez Elizondo traced the origin of the problem back to Alberto Fujimori's self-coup in 1992: “That's where the breakdown of the party system, established by the 1980 Constitution, began. Fujimori transformed a coup d'état into a new political system with elections, but he also accumulated power, corruption, and undermined democracy.” “Peru stands on its own.” The academic recalled how Fujimori went from being an unknown university rector to the absolute leader of the country, supported by his advisor Vladimiro Montesinos: “Fujimori knew how to eliminate economic obstacles and had the merit of ending Shining Path. But at the same time, he concentrated all the power and allowed institutionalized corruption that marked subsequent generations.” Finally, Rodríguez Elizondo concluded with a reflection that blends admiration and concern: “Peru is a miraculous country.
