Crazy Cactus Man Neighbor Trouble/Towing Truck & Almost Hits Me - Del Rio, TX

I came to observe this situation. Many of the neighbors have been complaining against this lunatic causing issues in the barrio. Well this neighbor has vehicles parked all around the property and even a truck parked by a sign that reads no parking. So police came and have it towed. This neighbor flies around the corner and almost hits me. He becomes belligerent with the police officer. They are trying to explain that they are following rules and neighbor yelling at them. His truck is towed.
