In a medium-sized bowl, whisk together the sugar, flour, cornmeal, cocoa, and salt. Add the butter and eggs and beat well. Then, add the milk, vanilla, and vinegar, and beat until smooth. Pour the mixture into a pricked unbaked pie shell, then bake at 350°F for 40-45 minutes until the center is set. Allow to cool completely before slicing.
