Dongtan-gu in Hwaseong-si, Giheung-gu in Yongin-si, and Guri-si in Gyeonggi Province, where housing prices have recently risen sharply, have been additionally designated as regulated areas and land transaction permit zones. The Ministry of Land, Infrastructure and Transport announced today (the 30th) that it has newly designated Dongtan-gu in Hwaseong-si, Giheung-gu in Yongin-si, and Guri-si as regulated areas following a resolution by the Housing Policy Deliberation Committee on the 29th. In the case of Dongtan and Giheung, these areas are characterized by a convergence of expectations for rising housing prices driven by the recent semiconductor boom and favorable transportation factors, such as the opening of the Metropolitan Express Railway (GTX)-A line. Guri has also seen a recent upward trend in prices due to its geographical advantage as a station area adjacent to Seoul. Gyeonggi Province also designated these three areas as land transaction permit zones following deliberation by the City and Provincial Urban Planning Committees. The regulated areas will take effect immediately tomorrow (July 1), while the land transaction permit zones will remain in effect from July 5 until December 31, 2027. If an area is designated as a regulated zone, the threshold for obtaining loans becomes significantly higher. The maximum Loan-to-Value (LTV) ratio for first-time homebuyers, including those with a single home subject to a disposal condition, drops from the existing 70% to 40%. Loan limits are also applied differentially based on housing prices. For homes valued at 1.5 billion won or less, the maximum loan amount is 600 million won; for homes between 1.5 billion and 2.5 billion won, it is 400 million won; and for homes exceeding 2.5 billion won, it is limited to 200 million won. Homeowners who already possess a property are subject to a 0% LTV and cannot obtain loans. In addition, the resale of pre-sale rights and re-winning a housing subscription are restricted, and multi-homeowners face heavy acquisition and capital gains taxes. Restrictions are also placed on the transfer of membership status in urban redevelopment projects. When purchasing a home within a land transaction permit zone, actual residency is mandatory for two years from the date of acquisition.
