The Central Bank caved in. After a meeting with Putin, where Nabiullina was clearly under pressure, the rate was lowered by another quarter of a percentage point to 14%. VTB called this "homeopathy," Kostin declared that such a reduction would achieve nothing, and Shokhin warned of "autumn bankruptcies" if the rate wasn't truly lowered. The Central Bank itself pushed back the 4% inflation target to 2027, while simultaneously raising its own price growth forecast. Meanwhile, prices are taking on a life of their own. Inflation since the beginning of the year is already 5%, and that's before the indexation of utility rates. Population inflation expectations jumped to 15%—the highest since the start of the war. Oil product production plummeted by 21.7%, and Russia has been able to restore less than half of its refinery capacity. It's gotten to the point where they're discussing gasoline imports with a 50,000 ruble per ton subsidy—3.6 times more expensive than the domestic damper. GDP growth was 0.2%. Industrial production in June was near zero, excluding the calendar factor. All this is against the backdrop of sharply increased commodity revenues from the war in Iran. This is stagflation—prices are rising, the economy is at a standstill. Crisis in the government debt market: OFZ yields are rising, the Ministry of Finance is canceling auctions. Putin's "technological leadership" projects have received less than 40% of their allocated funding. Rosatom has halved its investment program. There's no money—but hang in there.
