The last time I was in Cheboksary was in 2014, and back then, the city seemed pleasant but dead. Now, the city has completed its reconstruction of Red Square, is trying to revitalize the Volga embankment, and is even introducing a design code. Add to this the maintenance of the trolleybus system, efforts to make the streets safe, and even some semblance of bike paths, and you've got a city that's definitely not bad by Russian standards!
