What's being denounced here is the absence of specific public policy to protect bodies under treatment, not the treatments themselves. /!\ Correction: the sentence from the Île-de-France Regional Health Observatory report that I quote (excess mortality in non-air-conditioned units) is a condensed paraphrase of a sentence that, in the report, refers to American studies on geriatric and psychiatric units, not directly to the Paris-area situation. What I take from this anyway is that the report, by October 2003, was aware of the American studies documenting this excess mortality but didn't bother to quantify the French equivalent, even though they were on the ground and capable of doing so.
