The Division 1-PVE Lone Star Build

I have a Lone Star setup for each of my four characters, but this character's Lone Star setup is particularly focused on the skill Haste, which boldly sacrifices critical hit chance and critical hit damage. It can be used without any problems in solo or party play, but the dealing can be a bit frustrating in party play.
