Strong winds exceeding 140 km/h paralyzed not only sea and air routes but also land transportation. In Zhejiang Province alone, 2.21 million people were evacuated, and closed schools and gymnasiums were transformed into temporary shelters. Authorities allowed emergency parking to avoid flat land or underground parking lots in low-lying coastal areas that are prone to flooding.
