Russia fired 29 ballistic missiles at Kyiv this week. Ukraine's air defenses stopped none of them. Two days later in Ankara, President Trump told Volodymyr Zelenskyy the U.S. will grant Ukraine a license to build its own Patriot interceptors — "I say, make them yourself." But by Trump's own admission, the companies that actually build the Patriot, Lockheed Martin and RTX, hadn't been told yet.
