Not everyone who lives in Austria is automatically Austrian. The hurdles to becoming a naturalized citizen here are stricter than in almost any other country. Some speak of the "highest value" of citizenship, which should be made as difficult as possible to obtain. Others say that this is no longer the case. The proportion of people who live permanently in Austria but lack citizenship has been rising for decades – in Vienna, it's more than a third. They live and work here, pay taxes – but are excluded from important decisions, such as when the National Council and state parliaments are elected. Can this continue in a democracy whose policies are supposed to represent the entire population?
