The homebrew tool used here is OC Suite, which is a pack that contains various other homebrew programs, all used for Nintendo Switch overclocking. Keep in mind, overclocking your system may or may not have consequences, depending on the clocks used and the amount of time they are used, though in most cases it's safe.
