December 15, 2020 Town of Dalton NH Conservation Commission Meeting

Regular Meeting Minutes 12/15/20 Meeting Called to order: Cory St. Cyr @ 6:30PM Roll Call: Members present at meeting: Cory St. Cyr, Douglas G Ingerson Jr, Vanessa Cardillo, Nancy Comeau and Late: Christine Rouliard, Mail: There was no mail. The lack of bank statements was mentioned. Vanessa told Tamela that Tina was the one whom had emailed a couple of them here and there through this past year. Tamela said she would look into it, and Vanessa asked her if she could list Tamela as the one who was going to get us the missing ones and make sure we get them every month here on out. Tamela agreed. The November site visit with Casella was brought up as to whom would write them. Vanessa asked Nancy if she would and she said no. Christine said no as well because she wasn’t able to because she couldn’t keep up with everyone. Cory said that he would do them. Nancy provided Jim McClammer’s credentials, as well as some of their emails back and forth. Nancy also made a motion that Christine be her right-hand helper and work with her when she has to work with Jim, Cory 2nd the motion and all were in favor. Nancy made a motion to have the Select board pay for the retainer for Jim and have the Conservation Commission reimburse them with the Commissions Trust Fund account, Christine 2nd the motion and all approved. Cory drafted a letter for the reply to the Whitefield Commission, (which is attached) and read it aloud to the rest of the Commission. Vanessa made a motion to accept the letter as is and mail it to the Whitefield Commission, Christine 2nd the motion and all approved. Vanessa will mail the letter tomorrow. Nancy asked Cory to have Erik Johnsons email asking about the lack of minutes being posted online and what the plan is to fix this issue. Vanessa stated that in the future she would had the typed drafted minutes emailed to the commission members, select board, and admin assistant until they are brough to the next meeting for review to be signed and posted on the board. Nancy will relay the message to Erik.Nancy emailed 12/17/20 stating she reread Erik’s email and it appears that Erik requested either the Chair or the Secretary to reply to his email. So, in that case, I Vanessa will reply to his email. Vanessa brought up Jim Dannis’ email to the Commission with their interest to donate more land to the Commissions. Jim asked for a copy of the NRI that the Commission has. Nancy’s brothers’ firm was the one whom did the NRI when the Dalton Valley Drag Strip was being brought to the town. Nancy said the Firms name is Watershed to Wet life. There is not currently a digital copy on hand. Vanessa was asked to email Jim and mention to him to email the Assistant Admin to ask for a copy of the NRI and they will see to it for him. Christine mentioned that she has not seen a bill for the annual dues and that they were being opened and paid for without coming to the Commission. Tamela suggested that Christine could reach out to Barbara and ask for it be redirected to the Commission. Christine brought in a older budget. All voted and agreed to keep the budget the same as last year for $1400.00. Christine brought up the updating of the equipment.Christine said that she got a quote for $1480.62Christine said that the quote is only good for this year. Vanessa suggested to buy all new equipment at once. Cory made a motion, Christine 2nd the motion, all approved. Christine will be making the order. Nancy asked when the reports were due. Vanessa asked Tamela when they were due. Tamela got the paperwork she had for the dates. Tamela said after the budget meeting next year they would need to be finalized. The commission will work on them at the next meeting so that they are ready for February. Tamela said the Select Board has a check cut and ready to mail to Jim for the deposit. Cory made a motion to allow the Select Board to send the check and reimburse the Select Board. Vanessa 2nd the motion. All approved. There was no new news or old business to discuss.
