How Bad Are Project Plus's Low Tiers?

Spoiler they are actually good! P+'s Meta is one of the closest Smash Meta's I've ever seen I think any of these characters still have a chance to go up. A low tier in P+ is the equivalent to a mid tier in Melee (in my opinion at least). If there was a couple small buffs to a few of them, I could totally see that too.
