Why didn't I know earlier that a flashlight that wouldn't turn on just needed to be re-soldered? The IC pins needed to be re-soldered! Make sure to check the battery voltage first; the normal voltage is 3.7 to 4.2 volts with no load. If the battery is under load, ensure the voltage is stable at 3.7 or 3 volts. If it's lower, for example, touching 2 volts, the battery is definitely damaged, weak, or dead. Try charging it fully first, then test the load; if it's normal, the voltage won't drop. Why didn't I know this sooner?
