First it froze, then it flooded – utility workers turned on heat in a building where a power outage had caused the radiators to burst. Heat in several risers in an apartment building in the Kanavinsky district of Nizhny Novgorod had been lost last year. Eight apartments froze throughout the New Year holidays, and in one, the cast-iron radiators eventually burst.
