We do not lack laws, but we do lack implementing bodies. There have been calls for this law for a long time, but the fact that it is now being considered and enjoys broad support does not mean that anything at all is going to change. Our system is too weak and too corrupt for that. Just think of the anti-corruption law, passed in 2017 and implemented six years later... and it still doesn't work!
