Just a few minutes from the center of Bucharest, there is a neighborhood that very few residents of the capital have heard of, although last year it celebrated its 100th anniversary. It is the Finanțe neighborhood, an interwar subdivision that emerged in 1925 by a decision of the Romanian state, intended for officials of the Ministry of Finance and the institutions subordinated to it. In this documentary made together with history enthusiast Mihai Cristea, author of a work dedicated to the neighborhood, we discover the story of an almost forgotten area in the northwest of Bucharest, located today in the vicinity of the Bucureștii Noi neighborhood and the current Colosseum Mall. Starting from the beginning of the subdivision, we find out how the over 50 hectares of the former Chiajna-Străulești estate were divided and who were the first owners of the over 600 lots. We discover why the housing project encountered numerous difficulties, how the various financing solutions failed, and why a large part of the officials ended up selling their land to workers coming from all over Romania. The documentary then follows the transformation of the neighborhood over a century and brings to life almost unknown stories about the former Giulești "Romeo Popescu" Airport, inaugurated in 1939, about the aviator who lost his life trying to set a world speed record, about the successive changes in the names of the main street, from Străulești Boulevard and Regele Carol I, to the current Strada 16 Februarie. You will learn how the neighborhood school was born, how the first generations of children learned in wooden barracks, how this institution became a true center of community life and what role the residents had in the development of the neighborhood through voluntary work, the arrangement of a park, the introduction of public lighting, drinking water and other utilities. We also visit the church built during World War II, we discuss the identity of the neighborhood and the reasons why the name "Finanțe" has almost disappeared from the memory of Bucharest, although historical documents, the press of the time and archives preserve it to this day. During the walk we discover numerous testimonies of the residents, photographs and period documents, the history of the old industrial railway line, the Grivița Roșie bus station, the gardens cultivated by people in the 1950s and how this community was formed and developed in a corner of the Capital almost unknown to the general public. This is not just a documentary about a neighborhood, but about a forgotten part of Bucharest's history, about the people who built it and about the identity of a place that deserves to be rediscovered.
